Inspector Scott Roper is considered one of San Francisco's best hostage negotiators. When a deranged jewel thief, who murdered Roper's friend, shows up again, Roper is on the case to take him down with the help of his new partner.
Thomas Carter regretted making the film R and felt that it should have been PG-13, believing that it would have been better received. Additionally, he and Murphy wanted the film to have a more dramatic tone, but were forced to make it more comedic. Michael Rapaport corroborated this, explaining how the majority of the dialogue was ad-libbed. Carmen Ejogo was specifically put off at the fact that Murphy didn't seem to care much about the film as a whole, despite him stating years later that he liked the movie.
